Grenada Floriculture Cluster Project

Established in 1959, the Inter-American Development Bank (“IDB” or “Bank”) is the main source offing financing for economic, social and institutional development in Latin America and the Caribbean. It provides loans, grants, guarantees, policy advice and technical assistance to its borrowing countries' public and private sectors. In 2016, the Inter-American Development Bank (IDB), the United Kingdom’s Foreign, Commonwealth & Development Office (FCDO), the Caribbean Development Bank(CDB) and the Government of Canada established a co-financing facility called “The CompeteCaribbean Partnership Facility” (GN-2851), which is a continuation of the Compete Caribbean Program that funded over 100 private sector development projects over the period 2010-2016 in the Caribbean. These projects generated nearly 12,000 jobs, a 23% increase in exports (USD$37M) and a 41% increase in the revenue of participating firms and clusters (USD$153M), and improved business climate for some countries through policy or regulatory reforms. The Compete Caribbean Partnership Facility (CCPF) aims to drive inclusive and sustainable economic growth through greater competitiveness and innovation in the private sector of 13 Caribbean countries.

The Compete Caribbean Partnership Facility (CCPF) Regional Cluster Capacity Building Program for Business Support Organisations (BSOs) supports clustering initiatives that can help Caribbean firms grow, generate employment and export to new markets. In consultation with the cluster and the Grenada BSO, the Grenada Hotel and Tourism Association, a comprehensive Cluster Development Plan (CDP) for the Grenadian floriculture sector was prepared and has been implemented since 2020. The CDP outlines a shared vision and agreed priorities to support the sector's growth.

The main purpose of the CDP is to improve the delivery and quality of Grenadian flowers, satisfying demand at the local market level and then positioning them competitively in overseas niche markets. The plan, therefore, focuses on achieving the following objectives:

  1. Product Development will entail the creation of a profile for high-quality Grenadian flowers that is distinctive and competitive in the target market.
  2. Institutional strengthening and Capacity Building for cluster stakeholders t produce a competitive flower product by best practices;
  3. Domestic and International Market development to successfully penetrate identified niche markets and reach the target customers, which would entail the development of a domestic and international marketing plan
